WHO'S THE SOIL TILLER?

The Soil Tiller is the lone recognized OFFICIAL STUDENT PUBLICATION and an independent entity of BULACAN AGRICULTURAL STATE COLLEGE founded in 1954. As a student publication, The Soil Tiller is anchored in the principles of responsibility, impartiality, fair play, press freedom, and truthfulness. It serves as the voice of both the studentry and community – elevating stories beyond the surface of map.

HISTORY OF THE SOIL TILLER

It was 1954 when Bulacan Provincial Agricultural School (now Bulacan Agricultural State College) located at Bintog, Plaridel, Bulacan was relocated to San Ildefonso, Bulacan. That was because of the late President Ramon Magsaysay's proclamation, which provided a school reservation covering a 200-hectare land.

During that time, The Soil Tiller was born. It started its service to the studentry and to the school the first time it was established. The first person behind The Soil Tiller was Mr. Fermin Galleon Galleon. Based on an interview with one of the former advisers, Mr. Galleon was removed from teaching because of being an undergraduate as well as not passing the examination for teachers at that time. Mr. Dionisio Caday, the school's officer-in-charge removed him from his post.

But it did not stop the paper's advocacy of serving the students through mass communication. The advisorship was transferred to Mr. Diego Apostol who served the papers for years. In his term sprang the talented and intelligent students of Bulacan Provincial Agricultural School. These people now belong to the sought-after persons known by our town.

Under Mr. Apostol, the paper had its very first editors in the persons of Mr. Anastacio Cruz, Ms. Evelina Eguia, Mr. Lito Andan and Mr. Emanuel Valmadrid. It was during his advisorship that the paper first joined prestigious journalism competitions on the national level like the national press conference held at Davao city. For the reason that being young and new compared to San Miguel High School's "The Mayumo" and Mariano Ponce High School's "Buntal Weaver" and other student publications at that time, The Soil Tiller did not receive awards from this event.

In 1957, Mr. Diego Apostol was promoted as the Chief Clerk of the administration, thus, leaving the paper to its third adviser. Ms. Evangelina Barbalfuentes who is now residing in Bocaue, Bulacan. Though Mr. Apostol was not an adviser anymore of the paper, he still kept the pact he made to The Soil Tiller, and that is to stand behind the paper. He rendered his service as one of the consultants and also critic of being issued. With The Soil Tiller's humble beginnings, the rest was history.

At present, The Soil Tiller continues to publish issues, literary folios, and flashes as part of its commitment and service to the public.

PRINCIPLES AND VALUES OF THE PUBLICATION

The Soil Tiller shall be the official student publication of the BULACAN AGRICULTURAL STATE COLLEGE.

The Soil Tiller shall hold the office at the BULACAN AGRICULTURAL STATE COLLEGE.

The Soil Tiller shall serve as an independent newspaper of the student informing the school community of local, sectoral and national events that are of concern and interest to the studentry.

The Soil Tiller shall be composed of qualified students mentioned under Article IV of the charter and shall be published.

The Soil Tiller shall not be subjected to any censorship.

The Soil Tiller shall serve as a medium to facilitate the nationalist aspirations of the students and shall embody and uphold the ideals and objectives of democracy and upholds the truth.

The Soil Tiller shall encourage, promote and develop knowledge of the studentry.

The Soil Tiller shall guard the rights of any person, group, organization or institution in addressing the issues that were published in the newspaper.

The Soil Tiller will publish quarterly and may have additional issues subjected to the availability of funds.

The Soil Tiller shall provide issues and printed materials to be circulated across the College and state.
